中央研究院社科所徐永明老師說：「公投與代議是兩個相競爭，但不是相斥的民主管道。公投民主的內涵是在代議體制中整合進公民投票的民主管道，透過這個民主制度的引入，來形成直接民意解決政治上的難題，因此公投與代議民主是兩個並存的民主機制，甚至存在著競爭關係。台灣的經驗顯示，當選舉民主帶動的政黨輪替反而產生政治僵局，而超民主的主權問題有威脅時，公投民主往往取代代議民主，成為新的民主方向…」
